 After his studies of physics in Germany WP was 1965-70 Professor for semiconductor physics in Nancy, France. 1970-76 he was in charge of power systems development at the French National Space Agency CNES in Paris.

 1977-2002 WP was an official of the EU Commission in Brussels, the executive body of the European Union. 1977-1997 he managed the development programme of the Renewable Energies. The R&D programme comprised the sectors of Solar Architecture, Solar Energy, Wind Energy, Biomass, Ocean Energy.

Mr. Joel Laykin was appointed Secretary General by the governing Executive Committee of the IPPF in December of 2000 and continues to serve the organization and by extension the industry, guiding the IPPF into its ???eighth??? year of operation.

He continues also as President of Laykin Communications, the Hong Kong based public relations / public affairs firm launched in 1984. 

In addition to his IPPF responsibilities, Laykin also serves as Executive Director and Acting Chair of the APWC (Asia Power Water Council Ltd), a ???cousin??? NGO to the IPPF.  For eight years, he served as Vice Chairman of Energy Committee of the American Chamber of Commerce in Hong Kong where he chaired the influential Issues and Policies task force.

Giuseppe Deodati, 41 years old, has a Master of Science in Telecommunication Engineering.

 He has worked for Enel since 1989 and has a long dated experience in the global energy markets. Starting in the field of technical and commercial support for the fuel procurement in the international physical markets, has covered positions as credit risk manager and financial commodity risk manager for many years.

 He is currently Head of Carbon Strategy in the Generation and Energy Management Division. He is in charge in ENEL of the compliance strategies related to the European-Emission Trading Scheme.

 He has worked for Enel since 1996 and has gained broad experience in various positions. He is currently Executive Vice President for Innovation and Environment within Enel Engineering and Innovation Division. He is in charge of technical innovation in the Enel Group, and oversees the development and promotion of major environmental projects.

Ltd. in Budapest, Hungary and Board Member of GEA Thermal Division since January 2003, and Head of Business Unit Power of the Thermal Division of GEA since 2008. Before his current assignment Mr. Balogh was responsible for the worldwide sales of EGI???s cooling systems and he was delegated to expatriate services to lead EGI???s Middle East branch offices in Tehran and Damascus. He is author and co-author of several articles on cooling systems published in major professional papers.  Mr. A. Balogh holds a Masters degree in Mechanical Engineering, graduated from the Faculty of Power Engineering of the Budapest University of Technology and Economics.

Dr. Alan W. Chan is the Chairman/CEO of Meiya Power Company Limited (MPC), an 
Independent Power Producer focused on power investment in North Asia.

Alan joined the Company in 1997 and has served as the President and Chief Operating 
Officer since 1999.  He has 33 years??? experience in the power industry. Prior to joining MPC,
he held various senior management positions in Stone & Webster Engineering Corporation in 
the US.

Alan received his BS and MS degrees from the University of California at Berkeley and his 
PhD degree from Harvard University.  He is an internationally recognized expert in seismic 
engineering as well as in pressure vessel and piping designs.  He is also a fellow of the 
American Society of Mechanical Engineers.

Herv?? Machenayd, graduated from Ecole Polytechnique in 1968, Ecole Nationale des 
Ponts
 & Chauss??es et Institut d'Etudes Politiques de PARIS in 1973.

He joined the French Civil Service Administration des Ponts & Chauss??es in 1973. He was first
assigned to the Ministry of Cooperation and joined the National Office of Technical Studies 
and Development (BNETD) in ABIDJAN (Ivory Coast). During this period, he had the opportunity 
to conduct several appraisal missions for the Word Bank. Then, Head of Major Works Group at 
the Departmental Engineering and Construction Division for l'ILLE & VILAINE from 1978 to 1982.

He joined EDF in 1982 where he was assigned as Deputy Site Manager of the PALUEL Power 
Plant and Technical Manager of the DAYA BAY Power Plant in CHINA, from 1985 to 1989.

He was then Director of the Nuclear Department in the Engineering and Construction Division of
EDF in charge of Engineering and construction of domestic and export 
nuclear projects 
including N4 CHOOZ B and Chinese Daya Bay & Ling Ao projects. 

In July 1995, he has been appointed as Executive Vice-President of the Engineering and  Construction Division of EDF.

In 1998, he was appointed Head of the Generation and Transmission Division then Deputy 
Chief
 Operating Officer, Industry Branch.

He was appointed EDF Executive Vice-President, Head of the Asia-Pacific Branch in  February 2002.
